... on 21 December 2011, 57 year-old St. Kitts-born father of four daughters, Elder Mills was admitted to Wexham Park Hospital's Intensive Care Unit suffering from pneumonia.  He had been rushed to hospital after collapsing at home near Slough.  By 24 December 2011, Elder Mills had been moved from Intensive Care to ward 9.   On 27 December 2011, at around 3.00 a.m., Elder Mills, who was on round-the-clock oxygen and had a tumour on his lung, died in the custody of Thames Valley Police at Wexham Park Hospital's ward 9, handcuffed behind his back, following an incident occurred in which hospital security and then police were called. Elder Mills was handcuffed to the rear and restrained.  He is is believed to have suffered a heart attack.

Over 600 mourners attended Elder Mills' funeral at St Mary's Church, Slough on 3 February 2012.  The family were unable to allow Elder Mills' coffin to be opened so that mourners could pay their final respects because (in the words of one of his daughters):

"Due to the intensive post-mortems that took place on our Dad's body, we have been advised not to have his coffin open for viewing."

Two and three quarter years after he was killed, Elder Mills' family have yet to see the Independent Police Complaints Commission's report into his death.

"A senior coroner has called for a national review of police use of restraints after an inquest jury found a decision to restrain a 57-year-old man suffering from lung cancer and pneumonia in hospital contributed to his death.

The verdict follows a four-year battle for justice by the family of Philmore Mills, who died in hospital in 2011. After a four-week inquest at Reading coroner’s court, the jury ruled that a police decision to take the seriously ill father to the ground and handcuff him with his face to the floor was a contributory factor in his death moments later ..."

In a statement the family said: "... we are none the wiser as to how a seriously ill man with pneumonia, heart and lung disease, lung cancer and blood clots in his lungs could have been allowed to die under police restraint on the floor of a respiratory ward.”
