The law and justice are not the same thing. You can die at the hands of these people and they will get away with it as long as they can be seen to be doing things within the legal guidelines. It's no different if trying to prosecute a cigarette company for someone dying of lung cancer, the cigarette company simply say they've done nothing illegal according to the law as it currently stands. The fact that someone is dead is irrelevant. The system is designed to protect business.
